नए साल में PM की सौगात:6 राज्यों में लाइट हाउस प्रोजेक्ट शुरू, मोदी बोले- दुनिया की बेहतरीन तकनीकों से गरीबों के लिए घर बनेंगे
प्रधानमंत्री नरेंद्र मोदी ने नए साल के पहले दिन 6 राज्यों में लाइट हाउस प्रोजेक्ट (LHP) की नींव रखी। इसके तहत मिडिल क्लास और गरीबों के लिए सस्ते और मजबूत घर बनाए जाएंगे। ग्लोबल हाउसिंग टेक्नोलॉजी चैलेंज-इंडिया (GHTC) के तहत यह योजना अगरतला (त्रिपुरा), रांची (झारखंड), लखनऊ (उत्तर प्रदेश), इंदौर (मध्य प्रदेश), राजकोट (गुजरात) और चेन्नई (तमिलनाडु) में शुरू की गई है। यहां दुनिया की बेहतरीन तकनीक की मदद से हर साल 1000 घर तैयार किए जाएंगे।
मोदी ने नए साल की शुभकामनाएं देते हुए 30 मिनट के भाषण में कहा कि यह प्रोजेक्ट प्रकाश स्तंभ की तरह है, जो हाउसिंग को नई दिशा दिखाएगा। हर क्षेत्र से राज्यों का इसमें जुड़ना कोऑपरेटिव फेडरलिज्म की भावना को मजबूत कर रहा है। यह काम करने के तरीकों का अच्छा उदाहरण है।
मोदी के भाषण की खास बातें
एक समय आवास योजनाएं केंद्र की प्राथमिकता में नहीं थी। सरकार घर निर्माण की बारीकियों और क्वालिटी में नहीं जाती थी। आज देश में एक अलग रास्ता अपनाया है। देश को बेहतर टेक्नोलॉजी और घर मिलें इस पर काम किया।
घर स्टार्टअप की तरह चुस्त और दुरुस्त होने चाहिए। इसके लिए ग्लोबल टेक्नोलॉजी चैलेंज का आयोजन किया। इसमें दुनिया की 50 कंस्ट्रक्शन कंपनियों ने इसमें हिस्सा लिया। इससे हमें नया स्कोप मिला।
प्रक्रिया के अगले चरण में अलग-अलग साइट्स में 6 लाइट हाउस प्रोजेक्ट का काम शुरू हुआ है। इनमें कंस्ट्रक्शन का काम कम होगा और गरीबों को अफोर्डेबल और कंफर्टेबल घर मिलेंगे। देश में कई जगह ऐसे घर बनेंगे।
इंदौर में घरों में गारे की दीवार की जगह प्री-फेब्रिकेटेड स्ट्रक्चर का इस्तेमाल होगा। गुजरात में कुछ अलग टेक्नोलॉजी से घर बनेंगे। फ्रांस की टेक्नोलॉजी से बने घर आपदाओं को झेलने में सक्षम होंगे। अगरतला में न्यूजीलैंड की स्टील फ्रेम टेक्नोलॉजी, लखनऊ में कनाडा की टेक्नोलॉजी यूज करेंगे। इसमें प्लास्टर का इस्तेमाल नहीं होगा। नॉर्वे की कंपनी भी सहयोग करेगी।
हर लोकेशन पर साल में 1000 घर बनेंगे। हर दिन ढाई से तीन यानी महीने में 90 घर बनेंगे।
ये प्रोजेक्ट एक तरह से इन्कयूबेशन सेंटर होंगे। इनमें इंजीनियर्स, रिसर्चर्स, स्टूडेंट्स सीख पाएंगे। मैं सभी यूनिवर्सिटीज से आग्रह करता हूं कि वे 10-15 लोगों के ग्रुप बनाकर साइट्स पर जाएं और वहां नई टेक्नोलॉजी देखें।
घर की चाबी से सम्मान भरे जीवन का द्वार भी खुलता है
अधूरे पड़े प्रोजेक्ट के लिए 25 हजार करोड़ का फंड बनाया गया है। रेरा कानून ने लोगों में भरोसा लौटाया है कि जिस प्रोजेक्ट में पैसा लगाया है, वह फंसेगा नहीं। इस कानून के तहत हजारों शिकायतों का निपटारा किया गया। हाउसिंग फॉर ऑल का लक्ष्य हासिल करने के लिए किया जाने वाला काम मिडिल क्लास और गरीबों के जीवन में बड़ा बदलाव लाएगा। किसी को घर की चाबी मिलती है, तो सम्मान भरे जीवन का द्वार खुलता है। मकान पर मालिकाना हक मिलता है तो बचत का द्वार खुलता है।
मिडिल क्लास में भरोसा लौटा कि उसका भी अपना घर होगा
लोगों को दुनिया की बेस्ट टेक्नोलॉजी से बना घर मिल सके, इसी के लिए ASHA INDIA प्रोग्राम चलाया जा रहा है। शहर में रहने वाले गरीब हों या मध्यमवर्गीय, इनका सबसे बड़ा सपना घर होता है। बीते सालों में अपने घर को लेकर लोगों का भरोसा टूटा। उन्होंने पैसे तो जमा कर दिए, लेकिन घर मिलेगा या नहीं इसका भरोसा नहीं रहता था।
इसकी वजह थी कि घरों की कीमतें ज्यादा हो गई थी। हाउसिंग सेक्टर की स्थिति यह थी कि लोगों को लगता ही नहीं था कि कानून साथ देगा। बैंक के ऊंची ब्याज दर, ज्यादा किश्त लोगों को कमजोर करती थी। देश ने जो कदम उठाए, उससे मध्यमवर्गीय का भरोसा लौटा कि उसका भी घर हो सकता है।
गरीबों को मिलने वाले घरों में सभी सुविधाएं
अब देश ने शहर में रहने वाले लोगों की संवेदनाओं को प्राथमिकता दी है। अब तक लाखों घर बनाकर दिए जा चुके हैं, लाखों घरों का काम जारी है। गरीबों को मिलने वाले घरों में हर सुविधाएं दी जा रही हैं। जियो टैगिंग की जा रही है। घर बनाने के लिए मदद सीधे खातों में भेजी जा रही है। राज्य इसको लेकर केंद्र के साथ चल रहे हैं।
अफोर्डेबल रेंटल हाउसिंग शुरू की
कोरोना के दौरान अफोर्डेबल रेंटल हाउसिंग भी शुरू हुई। कोरोना में जब मजदूर घर लौटे तो पता चला कि उद्योग ही नहीं, सामान्य जिंदगी चलाना कितना मुश्किल है। हमने देखा कि मजदूरों को शहरों में उचित किराए पर मकान नहीं मिलता था। उन्हें कई समस्याएं होती थीं। ये सभी गरिमा के साथ जिएं, ये हमारा दायित्व है।
सरकार निवेशकों के साथ मिलकर उचित किराए वाले मकान बनाने पर जोर दे रही है। ये घर वहीं होंगे, जहां मजदूर काम करते हैं। घरों में कंस्ट्रक्शन मटेरियल का लगना पूरे सेक्टर को गति देता है। मेरा मानना है कि हाउसिंग फॉर ऑल का सपना जरूर पूरा होगा। इसके लिए अब तक 2 करोड़ घर बनाए जा चुके हैं।
UP और MP को अवॉर्ड
मोदी ने ASHA इंडिया (अफोर्डेबल सस्टेनेबल हाउसिंग एक्सेलरेटर) अवॉर्ड्स भी दिए। इसमें यूपी को पहला और मध्यप्रदेश को दूसरा स्थान मिला। इसके अलावा वे आवास योजना (अर्बन) के तहत किए गए कामों के लिए वार्षिक पुरस्कारों की भी घोषणा की।
नए सिलेबस की शुरुआत की
कार्यक्रम में प्रधानमंत्री ने इनोवेशन कंस्ट्रक्शन टेक्नोलॉजी के क्षेत्र में एक नए सर्टिफिकेट कोर्स की भी शुरुआत की। इसका नाम ‘नवारितिह’ (NAVARITIH) रखा गया है। NAVARITIH का मतलब है- न्यू, अफोर्डेबल, वैलिडेटेड, रिसर्च इनोवेशन टेक्नोलॉजी फॉर इंडियन हाउसिंग। इस कार्यक्रम में आवासीय और शहरी विकास मंत्री हरदीप सिंह पुरी के अलावा त्रिपुरा, झारखंड, उत्तर प्रदेश, मध्य प्रदेश, गुजरात, तमिलनाडु और आंध्र प्रदेश के मुख्यमंत्री भी शामिल हैं।
2017 में शुरू हुआ था मंथन
केंद्रीय आवास एवं शहरी मामलों के मंत्रालय ने 2017 में GHTC-इंडिया के तहत लाइट हाउस प्रोजेक्ट के लिए छह शहरों को चुनने के लिए राज्यों और केंद्र शासित प्रदेशों से कहा था। मंत्रालय ने इसमें सक्रिय रूप से भाग लेने के लिए सभी राज्यों और केंद्र शासित प्रदेशों को प्रोत्साहित किया था। मानकों के मुताबिक, सबसे अधिक मार्क्स पाने वाले 6 राज्यों और केंद्र शासित प्रदेशों में लाइट हाउस प्रोजेक्ट की शुरुआत करने की घोषणा की गई थी।
