मोदी के ड्रीम प्रोजेक्ट को सुप्रीम कोर्ट की सशर्त मंजूरी, कहा- पुरातत्व संरक्षण समिति की सहमति जरूरी
नए संसद भवन के सेंट्रल विस्टा प्रोजेक्ट से जुड़ी आपत्तियों पर सुप्रीम कोर्ट ने मंगलवार को फैसला सुनाया। कोर्ट ने नए संसद भवन के निर्माण को मंजूरी दे दी है। अदालत ने कहा कि सेंट्रल विस्टा प्रोजेक्ट की पर्यावरण मंजूरी सही तरीके से दी गई थी। साथ ही कहा कि कंस्ट्रक्शन शुरू करने के लिए हेरिटेज कंजर्वेशन कमेटी की मंजूरी भी ली जाए। सुप्रीम कोर्ट ने सेंट्रल विस्टा प्रोजेक्ट की सभी कंस्ट्रक्शन साइट्स पर स्मॉग टावर लगाने और एंटी-स्मॉग गन इस्तेमाल करने का सुझाव भी दिया है।
सेंट्रल विस्टा परियोजना का ऐलान सितंबर 2019 में हुआ था। इसमें संसद की नई तिकोनी इमारत होगी, जिसमें एक साथ लोकसभा और राज्यसभा के 900 से 1200 सांसद बैठ सकेंगे। इसका निर्माण 75वें स्वतंत्रता दिवस पर अगस्त, 2022 तक पूरा कर लिया जाएगा। जबकि, केंद्रीय सचिवालय का निर्माण 2024 तक पूरा करने की तैयारी है।

प्रोजेक्ट के लिए पर्यावरण मंजूरी गलत तरीके से दी गई।

विपक्ष ने भी आपत्ति जताई थी
सेंट्रल विस्टा मामले में विपक्ष भी हमलावर था। उसका आरोप है कि बजट की कमी के चलते राज्यों को GST का बकाया पैसा नहीं मिला है। स्वास्थ्य बजट में 15% कटौती की गई है। इसके अलावा कई तरह की कटौतियां की गई हैं। इसके बावजूद सरकार अपने लिए महल खड़ा कर रही है।
कोर्ट ने 5 नवंबर को फैसला सुरक्षित रखा था
जस्टिस एएम खान विल्कर, दिनेश महेश्वरी और संजीव खन्ना की बेंच ने इस मामले में फैसला सुनाया। कोर्ट ने पिछले साल पांच नवंबर को ही सुरक्षित रख लिया था। हालांकि पिछले साल सात दिसंबर को केंद्र सरकार की अपील पर कोर्ट ने सेंट्रल विस्टा प्रोजेक्ट के भूमि पूजन की इजाजत दे दी थी। केंद्र सरकार ने इसके लिए कोर्ट को आश्वासन दिया था कि आपत्ति याचिकाओं पर फैसला आने तक कोई भी कंस्ट्रक्शन, तोड़फोड़ या पेड़ काटने का काम नहीं करेगा। इसके बाद 10 दिसंबर को प्रधानमंत्री नरेंद्र मोदी ने नए संसद भवन की आधारशिला रखी थी।
क्या है सेंट्रल विस्टा प्रोजेक्ट?
राष्ट्रपति भवन, मौजूदा संसद भवन, इंडिया गेट और राष्ट्रीय अभिलेखागार की इमारत को वैसा ही रखा जाएगा। सेंट्रल विस्टा के मास्टर प्लान के मुताबिक पुराने गोलाकार संसद भवन के सामने गांधीजी की प्रतिमा के पीछे नया तिकोना संसद भवन बनेगा। यह 13 एकड़ जमीन पर बनेगा। इस जमीन पर अभी पार्क, अस्थायी निर्माण और पार्किंग है। नए संसद भवन में दोनों सदनों लोकसभा और राज्यसभा के लिए एक-एक इमारत होगी, लेकिन सेंट्रल हॉल नहीं बनेगा। पूरा प्रोजेक्ट 20 हजार करोड़ रुपए का है।

नई संसद की जरूरत क्यों?
मार्च 2020 में सरकार ने संसद में कहा कि पुरानी बिल्डिंग ओवर यूटिलाइज्ड हो चुकी है और खराब हो रही है। साथ ही 2026 में लोकसभा सीटों का नए सिरे से परिसीमन का काम शेड्यूल्ड है। इसके बाद सदन में सांसदों की संख्या बढ़ सकती है। बढ़े हुए सांसदों के बैठने के लिए पुरानी बिल्डिंग में पर्याप्त जगह नहीं है। इसके अलावा संविधान के आर्टिकल-81 में हर जनगणना के बाद सीटों का परिसीमन मौजूदा आबादी के हिसाब से करने का नियम था, लेकिन 1971 के बाद से नहीं हुआ। 2021 में इस बिल्डिंग को बने हुए 100 साल पूरे होने वाले हैं।
मौजूदा भवन का क्या होगा?
मौजूदा संसद भवन का इस्तेमाल भी जारी रहेगा। इसका उपयोग संसदीय आयोजनों के लिए किया जाएगा। साथ ही इसका इस्तेमाल एक म्यूजियम के तौर पर भी किए जाने का विचार है, ताकि युवा पीढ़ी को लोकतांत्रिक यात्रा के बारे में जानकारी मिल सके
