रायपुर : राज्य की वनांचल परियोजना से आकर्षित हो रहे उद्यमी
वनोपज आधारित उद्योगों की स्थापना के लिए 15 उद्यमियों ने राज्य सरकार को दिया 75 करोड़ रूपए के पूंजी निवेश का प्रस्ताव
छत्तीसगढ़ राज्य में लघु वनोपज की बहुलता और राज्य सरकार द्वारा समर्थन मूल्य पर इसकी खरीदी की बेहतर व्यवस्था के जरिए वनवासियों के दिन बहुरने लगे हैं। मुख्यमंत्री भूपेश बघेल के नेतृत्व में छत्तीसगढ़ सरकार द्वारा बीते दो सालों में वनवासियों एवं लघु वनोपज संग्राहकों के जीवन में तब्दीली लाने के क्रांतिकारी फैसलों ने औने-पौने दाम में बिकने वाले लघु वनोपज को अब मूल्यवान बना दिया है। जिसका सीधा लाभ यहां के वनोपज संग्राहकों को मिलने लगा है। यही कारण है कि छत्तीसगढ़ राज्य आज लघु वनोपज के संग्रहण के मामले में देश का अव्वल राज्य बन गया है। देश का 73 प्रतिशत वनोपज क्रय कर छत्तीसगढ़ राज्य में एक नया कीर्तिमान स्थापित किया है। छत्तीसगढ़ देश का एकमात्र राज्य है, जहां 52 प्रकार के लघु वनोपज को समर्थन मूल्य पर क्रय किया जा रहा है। इससे वनवासियों एवं वनोपज संग्राहकों को सीधा लाभ मिल रहा है।
छत्तीसगढ़ सरकार ने लघु वनोपजों की खरीदी की व्यवस्था के साथ-साथ अब इनके वैल्यू एडीशन की दिशा में तेजी से पहल शुरू कर दी है। राज्य में वनांचल परियोजना शुरू की गई है। जिसका उद्देश्य वनांचल क्षेत्रों में लघु वनोपज आधारित उद्योगों की स्थापना कर वनवासियों द्वारा संग्रहित किए गए लघु वनोपज का मूल्य संवर्धन कर प्रत्यक्ष और अप्रत्यक्ष रूप से रोजगार के अवसर उपलब्ध कराना है।
छत्तीसगढ़ सरकार ने लघु वनोपज आधारित उद्योगों के प्रोत्साहन के लिए राज्य की नई उद्योग नीति में कई तरह के छूट एवं आकर्षक पैकेज देने का प्रावधान किया है। जिसके चलते उद्यमी अब वनांचल क्षेत्रों में वनोपज आधारित उद्योग लगाने के लिए आकर्षित होने लगे हैं। अब तक 15 उद्यमियों ने वनांचल क्षेत्रों में विभिन्न प्रकार के वनोपज आधारित उद्योग लगाने के लिए राज्य सरकार को 75 करोड़ रूपए के पूंजी निवेश के प्रस्ताव सहित आवेदन दिया है।
मुख्यमंत्री भूपेश बघेल की विशेष पहल पर वनोपज संग्राहकों को उनकी मेहनत का वाजिब मूल्य दिलाने के लिए लघु वनोपजों के क्रय मूल्य में बढ़ोतरी के साथ-साथ तेंदूपत्ता संग्रहण की दर को 2500 रूपए प्रति मानक बोरा से बढ़ाकर सीधे 4000 रूपए प्रति मानक बोरा किया गया। जिसकी वजह से राज्य के लगभग 12 लाख तेंदूपत्ता संग्राहक परिवारों को प्रति वर्ष 225 करोड़ रूपए की अतिरिक्त मजदूरी के साथ ही 232 करोड़ रूपए का अतिरिक्त प्रोत्साहन पारिश्रमिक बोनस भी मिला है।
महुआ के समर्थन मूल्य को 17 रूपए से बढ़ाकर 30 रूपए प्रति किलोग्राम, इमली 25 रूपए के बजाय अब 36 रूपए प्रति किलो, चिरौंजी गुठली 93 रूपए से बढ़ाकर 126 रूपए प्रति किलो की दर से समर्थन मूल्य पर क्रय की जाने लगी है। इसी तरह रंगीनी लाख 130 रूपए प्रति किलो ग्राम से बढ़ाकर रूपये 220 प्रति किलोग्राम, कुसमी लाख 200 प्रति किलोग्राम से बढ़ाकर अब 300 रूपए प्रति किलोग्राम, शहद 195 रूपए से बढ़ाकर रूपये 225 प्रति किलोग्राम में खरीदा जा रहा है। इसका सीधा लाभ 5 लाख ग्रामीण परिवारों को प्राप्त हुआ। अन्य वनोपज का न्यूनतम समर्थन मूल्य बढ़ाने और खरीदी की व्यवस्था करने से ग्रामीणों को लगभग 300 करोड़ रूपए की अतिरिक्त लाभ होने लगा है।
वर्तमान में राज्य में संग्रहित वनोपज ही केवल पांच फीसद हिस्से का ही प्रसंस्करण राज्य में होता है। इस स्थिति को बदलने के उद्देश्य से राज्य सरकार ने वनांचल परियोजना प्रारंभ की गई है, बस्तर जैसे क्षेत्र में वनोपज आधारित उद्योग को प्रोत्साहन देने के उद्देश्य से आकर्षक सब्सिडी का प्रावधान किया गया है। इस योजना से उत्साहित होकर बस्तर क्षेत्र में 15 उद्यमियों ने लघु वनोपज आधारित उद्योग स्थापित करने हेतु अपनी सहमति दी है। इनके साथ एम.ओ.यू प्रक्रियाधीन है। वनोपज आधारित उद्योगों में इमली, महुआ, टोरा, हर्रा, बहेड़ा, ला, एसेन्सियल आईल, मुनगा, कोदो कुटकी, रागी आग गुठली, काजू, भिलवा आदि के उद्योग लगाये जायेंगे। इन उद्योगों की बस्तर में लगने से यहाँ के ग्रामीणों को न केवल अतिरिक्त रोजगार प्राप्त होगा, बल्कि वनोपज की लगातार मांग बनी रहेगी। वनांचल से प्राप्त होने वाले वनोपज के अलावा इन उद्योगों के स्थापित होने से बस्तर अंचल के कृषक मुनगा, लेमन ग्रास, सतवर, पचौली, वेटीवर, सफेद मूसली, पिपली, अश्वगंधा जैसे जड़ी बूटियों की खेती भी कर सकेंगे। इससे उन्हें अन्य फसलों की तुलना में दुगनी आय प्राप्त होगी। इन फसलों से एसेन्सियल आईल, एरोमेटिक आईल एवं औषधि उत्पाद तैयार होंगे, जिसका देश के बाहर निर्यात की बड़ी संभावनाएं है।
