नई दिल्ली । सेना ने सोमवार को इस बात से इनकार किया कि अम्शीपुरा में एक कथित फर्जी मुठभेड़ में अनुशासनात्मक कार्यवाही का सामना कर रहे उसके कैप्टन ने 20 लाख रुपए के पुरस्कार के लिए आतंकवादियों को मारा। सेना ने मामले में जम्मू-कश्मीर पुलिस की तरफ से दायर आरोपपत्र का एक तरह से प्रतिवाद किया है। श्रीनगर में रक्षा प्रवक्ता कर्नल राजेश कालिया ने एक संक्षिप्त बयान जारी कर कहा कि सैन्यकर्मियों के लिए युद्ध के हालात या ड्यूटी के दौरान किसी तरह की कार्रवाई के लिए नकद पुरस्कार की व्यवस्था नहीं है। अम्शीपुरा मुठभेड़ में 20 लाख रुपए के पुरस्कार के लिए आतंकवादियों को मारा गया। यह स्पष्ट किया जाता है कि भारतीय सेना में इसके कर्मियों के लिए युद्ध के हालात या ड्यूटी के दौरान किसी तरह की कार्रवाई के लिए नकद पुरस्कार की कोई व्यवस्था नहीं है। बयान में कहा गया कि खबर भारतीय सेना की प्रक्रियाओं के तथ्यों पर आधारित नहीं है। तीन युवकों को पिछले वर्ष जुलाई में आतंकवादी बताकर एक कथित फर्जी मुठभेड़ में मार गिराया गया था। घटना की जांच के लिए जम्मू-कश्मीर पुलिस की तरफ से गठित विशेष जांच दल ने अपने आरोपपत्र में कहा कि फर्जी मुठभेड़ के माध्यम से आरोपी कैप्टन भूपिंदर सिंह और दो अन्य नागरिकों तबश नाजीर और बिलाल अहमद लोन ने वास्तविक अपराध के साक्ष्यों को जानबूझकर नष्ट किया।
इसके अलावा आपराधिक षड्यंत्र के तहत जानबूझकर गलत सूचना फैलाई ताकि 20 लाख रुपये की पुरस्कार राशि को हड़प सकें। सेना ने मामले में कोर्ट ऑफ इन्क्वायरी के आदेश दिए थे। पुलिस ने 26 दिसंबर 2020 को शोपियां के मुख्य न्यायिक मजिस्ट्रेट के समक्ष आरोपपत्र दायर किया था।
